Overview
Client is looking for an experienced Data & Analytics Program Manager to lead a multi-year program comprising multiple projects focused on strengthening Enterprise Data Management practices. The role will drive the delivery of data & analytics platforms, data assets, data products, and data governance frameworks and tooling, enabling the organization to become data-driven and provide stakeholders with a common view of company data. The Program Manager will be responsible for program definition, roadmap development, governance, budget and capacity planning, risk management, and coordination across project teams.
Job Responsibilities
- Define, in collaboration with involved stakeholders, the program including constraints, risks, dependencies, priorities, budgets, success and acceptance criteria.
- Build a network to ensure follow-up and implementation of the program is given the necessary attention.
- Develop a short-, medium- and long-term roadmap/vision that fits within the realization of the business objective.
- Communicate progress, agreed scope and adjusted schedule including resources and competencies in a structured manner on a regular basis.
- Manage and monitor risks and issues with the project managers and escalate to management and stakeholders in a timely manner, if necessary, seek solutions with the project managers and discuss this with the stakeholders and, if necessary, management.
- Follow up new change requests and ensure approval during a steering committee, taking into account the relationships between the projects according to delegation of authority before execution.
- Ensure coordination between the project managers.
- Follow procedures of PMO, including methodology and governance.
- Monitor the program budget and coordinate budgeting and amendments.
- Create coordinated capacity planning in cooperation with the project managers.
- Create a positive atmosphere within the program and project teams and ensure efficient and quality delivery of the projects, considering impact on possible other projects of the program.
- Resolve conflicts within and between project teams.
- Monitor the workload of the teams and communicate progress.
- Anticipate capacity needs and problems.
- Coach Project Managers within the program, guiding the team to achieve set objectives and helping Project Managers evolve.
Must Have Skills
- 5+ years of relevant experience as a Data & Analytics Program Manager within IT environments, with delivery of medium or large projects in terms of scope, time, budget and quality.
- 20+ years of experience managing data & analytics projects.
- Knowledge of Project Management methodologies such as PM², PMBOK, PRINCE2 or Agile approaches, including SCRUM with multiple Scrum teams.
- Proven experience in setting up a core data platform.
- Proven experience in setting up data catalog and data quality tools.
- Proven experience in exposing data through a data platform.
- Proven experience in setting up a data operating model and governance.
- Proven experience in implementing advanced analytics data products.
- Experience managing data projects in the Public Sector, preferably in public transport.
- Legal authorization to work in Belgium.
- Ability to be present at the client office up to five days per week, with the required on-site presence subject to change and communication during the assignment.
- Strong analytical abilities with attention to detail without losing sight of the overall picture.
- Ability to communicate clearly with stakeholders at all levels, including C-level executives, separating core information from detail and delivering concise messages.
- Ability to negotiate across different levels of the organization, close discussions, derive conclusions and handle conflicts.
- Fluent communication in Dutch, French and English: Dutch or French at mother-tongue level or at least C level, the other language at least B2 level, and English at least B2 level.
Nice to have
- Experience managing GDPR-sensitive data in the context of a data platform.
- Experience facilitating data-related change within an organization.
- Experience using the Azure data stack.
- Experience with RFP processes, preferably within the Public Sector.
- Demonstrated ability to work constructively as a team player and contribute positively to the client’s image.
